Title VI

What is Title VI?

Title VI, 42 U.S.C. § 2000d et seq., was enacted as part of the landmark Civil Rights Act of 1964. It  prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance. As President John F. Kennedy said in 1963:

Simple justice requires that public funds, to which all taxpayers of all races
[colors, and national origins] contribute, not be spent in any fashion which encourages,
entrenches, subsidizes or results in racial [color or national origin] discrimination.

What is the role of the YVCOG in Title VI?

The YVCOG Transportation staff conducts transportation planning activities for the Yakima Metropolitan Planning Organization (MPO) and Yakima Valley Regional Transportation Planning Organization (RTPO). As such the YVCOG is responsible for coordinating the overall administration of the Title VI Plan and assurances.

The Title VI Plan was prepared in accordance with all parts of The Civil Rights Act of 1964. The plan was approved by the MPO/RTPO Policy Board on October 17, 2022.

The Yakima Valley Conference of Governments (YVCOG) hereby gives public notice that it is the Organization’s policy to assure full compliance with Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, and related statutes and regulations in all programs and activities. Title VI requires that no person shall, on the grounds of race, color, or national origin be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any Federal Aid Highway program or other activity for which YVCOG receives Federal financial assistance.

Any person who believes they have been aggrieved by an unlawful discriminatory practice under Title VI has a right to file a formal complaint with YVCOG. Any such complaint must be in writing and filed with YVCOG’s Title VI Coordinator within one hundred, eighty (180) days following the date of the alleged discriminatory occurrence.
