Human Services Transportation Plan
The Yakima Valley Conference of Governments (YVCOG) Coordinated Public Transit Human Services Transportation Plan is locally developed by the Mobilizing Public Access to Countywide Transportation (MPACT) committee in an effort to:
- Obtain input representing public, private, and non-profit transportation and human services providers and participation by members of the public
- Identify the transportation needs of individuals with disabilities, older adults, veterans, youth, and people with low-incomes.
- Assess the existing transportation resources, needs and service gaps of Yakima County, Washington
- Provide strategies for meeting identified local needs
- Prioritize transportation services for funding and implementation
- Maximize the utilization of resources while minimizing duplication of services
- Ensure compliance with Federal transportation laws.
The Yakima Valley Conference of Governments is the lead agency for the region’s Metropolitan and Regional Transportation Planning Organization (MPO/RTPO). The policy making body for the MPO/RTPO is the Transportation Policy Board which meets once a month to accomplish federal and state transportation tasking.
The Transportation Policy Board receives transportation-related information from two committees in order to make informed decisions. One of the committees is the Mobilizing Public Access to Countywide Transportation (MPACT) committee. Mobilizing Public Access Countywide Transportation meets Quarterly at 2:30 p.m. at the YVCOG office, 311 North 4th Street, Suite 204, in Yakima (unless notified otherwise).
The MPACT committee identifies and addresses transportation barriers for the special needs community with community service providers; thereby allowing the special needs community to access services, employment opportunities and daily activities. This committee provides the framework for development of the HSTP every four years and reviews the Plan on even years between HSTP updates.
Although WSDOT chooses which projects receive funding through the Consolidated Grant cycle, YVCOG’s MPACT committee evaluates the projects in this region and recommends ranking to the Transportation Policy Board according to the most current regional priorities of our greater community. In fact, all local projects must be regionally evaluated and ranked through YVCOG’s Transportation Policy Board to be considered in the statewide competition.
