FFY 2007 Call for Projects

The STP provides flexible funding that may be used by States and localities for projects on any Federal-aid highway, including the National Highway System (NHS), bridge projects on any public road, transit capital projects, and intracity and intercity bus terminals and facilities. Funds are allocated to the MPOs/RTPOs and county lead agencies for regional prioritization and selection.

Program Requirements
To be eligible for federal STP funding the project must be on a road functionally classified as an urban collector or rural major collector or higher classification. Projects seeking funding for only Preliminary Engineering and/or Right-of-Way and not for Construction will not be considered.

Funding
Based on the actual federal fiscal year (FFY) 2006 STP allocation to the Yakima Valley region, a total of approximately $2,317,878 in federal funds is available. The actual amount available may increase or decrease when the Yakima Valley region receives its final FFY 2007 STP allocation from WSDOT Highways and Local Programs Division. No single project application submitted for consideration may request more than $2,317,878 in federal STP funds.

Match requirement
The lead agency/jurisdiction (or co-lead agencies) will be responsible to provide a minimum required 13.5% match for STP funds; the maximum federal STP participation on any project is 86.5%.

Selection Process
All proposals will be reviewed to ensure that they are complete and eligible for funding. The STP Review Committee (a subcommittee of the MPO/RTPO Technical Advisory Committee (TAC)) will evaluate the proposals and make a recommendation to the TAC. A prioritized list of projects and funding distribution recommendation will then be submitted to the MPO/RTPO Executive Committee on May 21, 2007, who will make final decisions on projects and grant awards. Announcements are expected by June 2007.

Project Proposals
Proposals shall include the following to be considered: A completed and signed application, one-page project vicinity map (8.5” x 11”), and any necessary supporting documentation. Note: Many questions in the application ask for specific data (traffic counts, freight classification, collisions, etc.). Some of this data may need to be collected or requested from other agencies. Please plan accordingly to meet the STP Regional competitive application deadline.

Submittal Process
Only paper applications will be accepted.
Application materials shall be submitted with one (1) original signed copy and six (6) additional copies. Applications must be received by YVCOG by 5 p.m. April 26, 2007.
