SUBJECT: FFY 2010-11 Third STP Regional Call for Projects
The Yakima Valley MPO/RTPO has issued a third federal fiscal years (FFYs)
2010 and 2011 Surface
Transportation Program (STP) Regional call for projects. The STP provides
flexible funding that may be
used by states and localities for projects on any federal-aid highway, including
the National Highway
System (NHS), bridge projects on any public road, transit capital projects, and
intra-city and intercity bus
terminals and facilities. The STP sub-committee suggested, the full TAC
recommended and the
MPO/RTPO Executive Committee approves the $1.5 million pool of STP funds to be
used for PEonly
projects. Funds are allocated to the MPOs/RTPOs by WSDOT Highways & Local
Programs
Division for regional prioritization and selection.
Applications will be available for download on YVCOG’s website after
December 19, 2011
Project applications due to YVCOG by Thursday, March 1, 2012 by 5:00pm.
Program Requirements
To be eligible to receive federal STP Regional funding the project must be on a
road functionally
classified either as a rural minor collector or higher classification or as an
urban collector or higher
classification. The current functional classification of roadways can be viewed
at The WSDOT's
Website.
Generally, all YVCOG MPO and RTPO members are eligible to receive STP Urban
funding. Only projects seeking
funding for preliminary engineering (PE) will be considered for this call.
Estimated Funding
Available funding for this second call for projects is
$1,570,543. Project sponsors should submit
projects
for regional prioritization that can be implemented with
up to $250,000 of STP Regional funding.
Match requirement
The lead agency/jurisdiction (or co-lead agencies) will be responsible to
provide a minimum required
13.5% match for STP funds; the maximum federal STP participation on any project
is 86.5%.
Selection Process
All proposals will be reviewed by YVCOG staff to ensure that they are complete
and eligible to receive
STP Regional funding. The TAC will evaluate project applications and develop a
prioritized list of
projects. The TAC recommends continued suspension of the
Yakima Valley MPO/RTPO STP Regional
Prioritization Money Division rules for the 2010-2011 funding cycle. The
MPO/RTPO Executive
Committee will make final decisions on the projects to be funded.

Application Materials to be Submitted
Project application submittals must include the following to be considered:

A completed and signed application. Council
meeting minutes, a letter from the Mayor or City
Manager, or some other evidence that the legislative body is aware that STP
funds are being
applied for is indicated by a required signature on the application.

A 1-page project vicinity map (8.5” x 11”), and
-
Supporting documentation.
Note: Many questions in the application ask for specific data (traffic
counts, freight classification,
collisions, etc.). Some of this data may need to be collected or requested from
other agencies. Please
plan accordingly to meet the STP Regional competitive application deadline.
Submittal Process
Electronic or hard-copy applications may be submitted. Hard-copy
application materials must be
submitted with one (1) original signed application. Additionally, please send an
electronic application
with all application materials attached electronically. YVCOG must
receive applications and all
materials by 5:00 p.m. on Thursday, March 1, 2012.
