Surface Transportation Program (STP)

 

The STP provides flexible funding that may be used by States and localities for projects on any Federal-aid highway, including the National Highway System (NHS), bridge projects on any public road, transit capital projects, and intracity and intercity bus terminals and facilities. Funds are allocated to the MPOs/RTPOs and county lead agencies for regional prioritization and selection.

The Yakima Valley Metropolitan and Regional Transportation Improvement Program (MTIP/RTIP) is a three year programming document derived from the more comprehensive six-year Transportation Improvement Program developed and adopted annually by local agencies.

The Annual Report details how the Yakima Valley Metropolitan Planning Organization (MPO) and the Yakima Valley Regional Transportation Planning Organization (RTPO) used state and federal transportation planning funds during SFY 2007.

Transportation Enhancements

The Transportation Enhancement program is part of federal surface transportation legislation that funds non-traditional transportation projects and programs.  These funds are used for projects and programs that are not normally part of transportation improvement projects.

Congestion Mitigation and Air Quality (CMAQ) Improvement Program

CMAQ funds are intended to improve air quality and funds must be spent in non-attainment or maintenance areas. A non-attainment area is an area formally designated by EPA as not meeting the NAAQS. A maintenance area is an area that was non-attainment but has subsequently attained the NAAQS and was officially re-designated to attainment by EPA.  The metropolitan Yakima area in and around the cities of Selah, Yakima and Union Gap are currently designated maintenance areas for both CO and PM10.

Work Program (UPWP)

The Unified Planning Work Program outlines how state and federal funds will be used for transportation planning purposes by the Yakima Valley Metropolitan Planning Organization (MPO), and the Yakima Valley Regional Transportation Organization (RTPO). Each year WSDOT, Federal Highways Administration and Federal Transit Administration have emphasized areas they would like to see included in our work program.

The YVCOG Transportation staff conducts transportation planning activities for the Yakima Metropolitan Planning Organization (MPO) and Yakima Valley Regional Transportation Planning Organization (RTPO).  As such the YVCOG is responsible for coordinating the overall administration of the Title IV Plan and assurances.

The Title VI Plan was approved to be in accordance to all parts of The Civil Rights Act of 1964.  The plan was approved by the MPO/RTPO on October 16, 2006.
